1. For industries and boilers that have specified special emission limits for atmospheric pollutants in national emission standards, since March 1, 2018, the new environmental impact assessment projects have implemented special emission limits for atmospheric pollutants.

3. Where local strict emission control requirements are met, local requirements shall be implemented.

1. For industries and boilers that have specified specific emission limits for atmospheric pollutants in national emission standards, the implementation requirements are as follows:

Existing companies in the coking chemical industry have implemented special emission limits for sulfur dioxide, nitrogen oxides, particulate matter and volatile organic compounds since October 1, 2019.

  By amending the emission standards to specify special emission limits for atmospheric pollutants, the implementation time is synchronized with the implementation time of existing enterprises as specified in the emission standards;

3. Where local strict emission control requirements are met, local requirements shall be implemented.

  (1) The environmental protection departments at all levels of “2+26” cities shall examine and approve new construction projects in strict accordance with the above requirements to ensure that the special emission limits of atmospheric pollutants are met.

  (3) Before October 1, 2018, the existing enterprises in the “2+26” city are still performing according to the relevant requirements in the “Notice on the Implementation of Special Emission Limits of Air Pollutants” (No. 14 of the Ministry of Environmental Protection Announcement 2013) .
